idk i have taken my fair share of physics and load analysis classes the only way i can see a chance of it happening is at an angle and on a curve ..i find hard to beleive tho
as for falling off a tube or what ever you usually land on your side so the surface area is much higher then just one of your feet...same with doing it on a sled the bouyant force of a sled plus the momentum is much higher then on foot
