if its the original carb i would suspect the primary throttle bushings are worn and causing a huge vac leak.
or your air bleeds could be blocked etc.
Idle transfer slots not exposed, or primary throttle blades not adjusted correctly.
Wrong throttle plate to body gasket if it was rebuilt in the past. (incorrect gasket will cover some ports needed for idle circuit)
I guess you might need a full cleaning and rebuild of the carb.
