Default re-sealing bumper lights

So at the last meet we had I was talking to boomer about how my new clear bumper lights tend to fog up and he pointed out to me that I need to reseal them. He gave me a crash course on how to do it but I was wondering whether anyone knew of any good "how to"'s on this or anything? including what kind of sealant to use?

just use clear rtv or silicon and scuff around the seal also make sure you have a seal on where bulb goes in
