Default adjusting rockers

So because there was a clacking in my valvetrain last year that got progressively worse and i blew my rear end just before i had a chance to address it. So now that I have a flywheel holder with means to turn the crank I figured I might as well pull the valve covers and readjust the rockers. only issue is when I use the mark on the harmonic balancer as a reference to adjust the valves as it says in my lt1 rebuilding manual the intake valve in cylinder number 1 is still partially open when my manual says to make sure they are both closed. Is is possible the harmonic balancer was pressed on crooked when the engine was built? I'm kind of at a loss here. Any ideas?

^^^when I do that the intake isn't quite closed yet. I'm thinking just do each cylinder individually

Do each one by one following the firing order. Jiggle the crank right and left and make sure the lifters dont move, that means youre on the base circle. If they move its not on the base circle of the cam.

When the balancer says TDC, it could be TDC for #1 or #6.

there is no top dead center on the balancer on and LT1 and if there is dont trust it as there is NO key way to align the balancer. it just bolts straight on and were ever it lands it lands.

Ok even still you can follow my method and jiggle the balancer each direction and make sure neither of the lifters move. It doesnt need to be at TDC to do preload, just on the base circle of the cam.

I'm going to take another shot at this when it stops raining and i get my valve cover back. I'll just move it till i have both the lifters on base circle, theres no need to make this more complicated than it needs to be. Thanks for the help guys
