ok u ready? lol... this is how i would do it their may be a quicker way but this is what i know works...open the image and create a new layer from background. go to the magic wand tool and click on the section u want colored. once selected right click and chose layer via copy. now go to image-adjustments-hue/saturation. make sure the colorize box is clicked and mess with the color and lightness selections till u get the desired color(u have to turn the lightness down on that pic for some reason to actually show the color when i did it). go back to the background layer and cont selecting with each section u want colored and ur done.
