The year my 355 was first installed was the first year they started the sniffer test in RI and it hasn't been legally inspected since. It turned 25 and got it's Antique plate this year. ( Still hasn't been legally inspected !

1995 and older are not exempt from emission testing!! at least in RI, the OBD2 they plug in like u said, but obd1 cars they put on a dyno and emissions test it with the sniffer, in RI i must add

BUT They have to pass a visual test. and No i did not have a Cat hence the ORY. off road Y pipe. if you goto a younger kid that does stickers near you youll be fine.
